Connecticut Introduces New Safety Grant for Home Healthcare Workers

In response to rising concerns about worker safety in the home health sector, the state of Connecticut, under Governor Ned Lamont’s administration, has introduced a new state grant program through Public Act No. 24-19. This program is designed to help home health agencies enhance the safety of their employees, providing much-needed funding for various protective measures. 

The Importance of Worker Safety in Home Healthcare

With the healthcare industry continuing to expand in Connecticut, so too are the risks faced by workers, especially those in home healthcare. One of the most pressing issues in this sector is workplace violence. According to the Occupational Safety and Health Administration (OSHA), healthcare workers are among the most vulnerable, facing the highest rates of workplace-related assaults in the U.S. While media attention often focuses on severe cases, the reality is that many healthcare workers suffer non-fatal injuries due to violence on the job. 

Alarming Statistics on Healthcare Worker Safety

Data from the Bureau of Labor Statistics (BLS) highlights the scope of the issue. According to a 2018 report, 73% of all nonfatal workplace injuries and illnesses due to violence occurred in healthcare and social assistance settings. Additionally, healthcare workers are more likely to miss work due to assault-related injuries compared to employees in other sectors. This reality is particularly troubling for home health workers, with many incidents going unreported. The safety of healthcare workers - especially women, people of color, and those serving vulnerable communities - must be a priority nationwide.

Connecticut's Safety Grant Program

In May 2024, Connecticut took action to address these concerns. Public Act No. 24-19, introduced by Governor Lamont, provides grant funding to home healthcare agencies to invest in new safety measures. This initiative includes a wide range of options, from emergency alert devices to safety training, GPS-enabled tracking systems, and dedicated hotlines for staff in the field.

Governor Lamont commented, "Ensuring the safety of our home healthcare workers and the individuals they care for is a top priority. This grant program will provide critical tools and resources to protect our workers, especially those who serve the most vulnerable."

Lt. Governor Susan Bysiewicz emphasized the importance of protecting home healthcare workers, who are often women and women of color working in at-risk environments. "Providing safer working conditions and essential training is crucial for these professionals who dedicate their lives to caring for others," she noted.
